But now, in cooperation with several other solar industries, Solar Energy Technology is working on a solution. Effective September 1st, PG&E raised electricity rates for all users who are in the “Upper Tier” of electric usage. “Upper Tier” includes anyone who uses 131% or more of their baseline rate. Edison and others are likely to follow. The “Upper Tier” charge was 35 cents per Kilowatt Hour, but is being raised 3% - bringing your power cost up to 38 cents per Kilowatt Hour. This price increase is equivalent to a $190 charge for over-base electricity in many homes. Furthermore, utilities like PG&E and SCE will be presenting their triennial “General Case” to the Public Utilities Commission. This is when all the publicly traded utilities justify their increasing prices in terms of cost of fuels, transmission, maintenance, and other costs. Monday, August 21st, Governor Arnold Schwarzenegger signed into law the “One Million Solar Roof” initiative, the most ambitious solar initiative since the California Solar Initiative of two years ago. There are no new state rebate offers at this time, but all utilities are now required to provide solar-rebate programs for their customers. There are other significant changes—you can read the complete off-site article here. California Energy Commission announces plans to reduce rebate offer by 20 cents per watt every six months. Rebates will be reduced on January 1 and July 1 of each year. Current rebate amount is: $2.60 / watt. President Bush approves plan for 30% Federal Tax credit on Solar Electric systems installed between December 31, 2005 and December 31, 2006. After 2006, the tax credit will fall to 10%.
